Trees offer great benefits to the landscape and in particular the urban environment, by adding a softening effect on the hard urban landscape.

However, perhaps one of the most important benefits of urban trees is in promoting the psychological health and well-being of the population. They cut down stress levels by reducing traffic noise and beautifying local areas, people feel better when they have trees around them.

It is prudent to ensure trees remain safe and are regularly assessed in order to identify any potential hazards. The occupier of a site has a duty of care to take reasonable steps to prevent or minimise the risk of personal injury or damage to property arising from the presence of any tree on the site, or from its breakage or uprooting.

Hazard evaluation is one component of a comprehensive risk assessment program, of exercising duty of care. Hazard evaluation is about identifying and managing the foreseeable risks associated with trees in a subjective manner. By definition, a hazard situation requires the presence of both a defective tree and a target i.e. person or property.

By preventing and eliminating dangerous situations, hazard tree management creates a safer environment and in so doing the liability of the tree owner is reduced. it is essential that prudent tree works are prescribed in order to minimise the hazard whilst maintaining the integrity and character of the tree.
